BackgroundArtificial intelligence has been described as the “fourth industrial revolution” with transformative and global implications, including in healthcare, public health, and global health. AI approaches hold promise for improving health systems worldwide, as well as individual and population health outcomes. While AI may have potential for advancing health equity within and between countries, we must consider the ethical implications of its deployment in order to mitigate its potential harms, particularly for the most vulnerable. This scoping review addresses the following question: (...) What ethical issues have been identified in relation to AI in the field of health, including from a global health perspective?MethodsEight electronic databases were searched for peer reviewed and grey literature published before April 2018 using the concepts of health, ethics, and AI, and their related terms. Records were independently screened by two reviewers and were included if they reported on AI in relation to health and ethics and were written in the English language. Data was charted on a piloted data charting form, and a descriptive and thematic analysis was performed.ResultsUpon reviewing 12,722 articles, 103 met the predetermined inclusion criteria. The literature was primarily focused on the ethics of AI in health care, particularly on carer robots, diagnostics, and precision medicine, but was largely silent on ethics of AI in public and population health. The literature highlighted a number of common ethical concerns related to privacy, trust, accountability and responsibility, and bias. Largely missing from the literature was the ethics of AI in global health, particularly in the context of low- and middle-income countries.ConclusionsThe ethical issues surrounding AI in the field of health are both vast and complex. While AI holds the potential to improve health and health systems, our analysis suggests that its introduction should be approached with cautious optimism. The dearth of literature on the ethics of AI within LMICs, as well as in public health, also points to a critical need for further research into the ethical implications of AI within both global and public health, to ensure that its development and implementation is ethical for everyone, everywhere. Bioethical Proposals to Face Social and Ethical Problems Generated by Neglected Infectious Diseases Propostas bioéticas ante os problemas sociais e éticos que geram as doenças infecciosas desatendidas This review article appointed to the topic of Neglected Tropical Diseases, a group of 18 disabling pathologies, which are sometimes fatal, and often deforming, that prevail in the populations of Asia, Africa and the tropical areas of South America. We presented, categorized, and analyzed, through a bibliographical review, the elements that relate to these (...) diseases from the Universal Declaration of Bioethics and Human Rights, 2005, in terms of equality, justice and equity, the non-discrimination and stigmatization, social responsibility and health approach. Throughout the review, we concluded that the problem around NTDs is multifactorial and we propose solutions to mitigate and to attend the NTDs, from a perspective of focused bioethics around the dignity of the human person and the affected population. We proposed including bioethics in the debate about the care of the NTDs to analyze the problems and examine solutions through transdisciplinary research projects that involve collaborative and formative work among the affected communities, government entities, health professionals and veterinary sciences. Research Ethics Committees have the responsibility to protect the participants involved in researches and to guarantee the ethical behavior of researchers. In some institutions, such committees also review scientific projects of non-pharmaceutical areas, Public Health and Health Economics. Within this framework, the article analyzes what it means to be part of a Research Ethics Committee in a hospital or university based on personal experience as a community representative. By means of the convenience sampling technique, implemented in four Colombian cities that (...) have GCP-certified committees by INVIMA –National Institute for the Control of Medications and Food–, and by means of content analysis, based on fixed and emergent categories; the experience, perception, participation, representation, and ethical aspects are described as well as the learning process and personal contributions. Findings prove that representatives interviewed have been benefited by learning clinic and epidemiological aspects without necessarily being “experts in the community”. However, they seem not to recognize clearly the population they represent, which might lead these communities to being affected by certain particular studies. The article suggests to work on the minimal common elements that a community representative should possess to appropriately protect participants. (shrink)

Este relato cuenta la experiencia de una escuela del conurbano bonaerense (Argentina) que sostuvo durante cinco años un proyecto de lo que solemos llamar Filosofía con niños. Mostramos aquí los logros y las limitaciones de un trabajo colectivo que despierta amplias expectativas, pero que todavía debe pensar algunos supuestos. Sostendremos como hipótesis que las dificultades para pensar las prácticas y rutinas escolares, terminan reabsorbiendo bajo el signo de la repetición aquello que los proyectos de filosofía con niños tienen de novedoso.

Por medio del rechazo a la supremacía judicial en la interpretación constitucional, este artículo argumenta que entender la interpretación de una constitución como un práctica estrictamente legal y judicial, excluye a la ciudadanía de dicha actividad. El artículo ofrece una clasificación de análisis de interpretación constitucional. Primero, las tesis implícitas discuten sobre la interpretación sin reflexionar sobre si dicha actividad puede ser también llevada a cabo por instituciones no judiciales. Segundo, las tesis explícitas cuestionan si la interpretación constitucional es un (...) asunto que ha de ser tratado por los tribunales, y responden afirmativamente. Crítico ambos grupos de argumentos. Las tesis implícitas no explican porqué la interpretación constitucional es de naturaleza puramente judicial. Las tesis explícitas no justifican suficientemente por qué la judicatura es la institución ideal para dotar de significado final a la constitución de manera autoritativa, tanto en términos instrumentales como normativos. Este ensayo analiza –desde unas lentes éticas- las dos conclusiones posibles sobre los resultados de Cancún. Explicará que, aunque todavía queda alguna esperanza de encontrar soluciones globales al cambio climático debido a las decisiones adoptadas en Cancún, uno debe ver Cancún en el contexto de un error de veinte años en el intento de prevenir un cambio climático peligroso.

Until fairly recently, most of the attention of art historians and others in these debates has been paid to differences among the partisans of various disciplinary methodologies, or to the differential benefits of one or another school of thought or theoretical perspective in other areas of the humanities and social sciences as these might arguably apply to questions of art historical practice.1 Yet there has also come about among art historians a renewed interest in the historical origins of the academic (...) discipline itself, and in the relationships of its institutionalization in various countries to the professionalizing of other historical and critical disciplines in the latter part of the nineteenth century. These interests have led increasingly to wider discussion by art historians of the particular nature of disciplinary knowledge, the circumstances and protocols of academic practice, and the relations between the various branches of modern discourse on the visual arts: academic art history, art criticism, aesthetic philosophy, the art market, exhibitions, and musicology.2 What follows does not aim to summarize or characterize these developments but is more simply an attempt to delineate some of the principal characteristics of the discipline as an evidentiary institution in the light of the material conditions of academic practice that arose in the latter half of the nineteenth century in relation to the history of mueological display. In brief, this essay is concerned with the circumstances of art history’s foundations as a systematic and “scientific” practice, and its focus is limited to a single, albeit paradigmatic, American example. 1. Tolerancia, en nuestro caso, significa el derecho y obligación de la autoridad civil para determinar la filiación religiosa de sus súbditos. Filosóficamente considerada, significa la extensión de la libertad de conciencia de los individuos y los derechos del Estado para obligar a una uniformidad de fe. El hombre es un animal social, y el problema consecuente de los derechos de la persona para con la sociedad y los derechos correlativos de la sociedad con el individuo ha sido siempre una cuestión (...) espinosa. El ámbito de los derechos del Estado sobre la conciencia de sus súbditos, y especialmente por lo que se refiere al derecho de adorar a la Divinidad, ha sido extendido y restringido según los tiempos. Frecuentemente las opiniones son deformadas por los prejuicios, fenómeno comprensible si tenemos en cuenta que nada hay más precioso al hombre como su libertad de fe. En este punto el dedo del filósofo toca el mismo corazón del indocto, pues, aunque pocos pueden comprender la teoría sobre la tolerancia religiosa, todos pueden reconocer sus implicaciones prácticas. Perhaps no one is more qualified to write about Japanese culture than Donald Keene, considered the leading interpreter of that nation's literature to the Western world. The author, editor, or translator of nearly three dozen books of criticism and works of literature, Keene now offers an enjoyable and beautifully written introduction to traditional Japanese culture for the general reader. The book acquaints the reader with Japanese aesthetics, poetry, fiction, and theater, and offers Keene's appreciations of these topics. Based on (...) lectures given at the New York Public Library, The Metropolitan Museum of Art, and the University of California, Los Angeles, the essays -though written by a renowned scholar- presuppose no knowledge of Japanese culture. Keene's deep learning, in fact, enables him to construct an overview as delightful to read as it is informative. His insights often illuminate aspects of traditional Japanese culture that endure today. One of these is the appreciation of "perishability." this appreciation os seen in countless little bits of Japanese life: in temples made of wood instead of durable materials; in the preference for objects -such as pottery- that are worn, broken, or used rather than new; and in the national love of the delicate cherry blossom, which normally falls after a brief three days of flowering. Keene quotes the fourteenth-century Buddhist monk Kenko, who wrote that "the most precious thing about life is its uncertainty." Throughout the volume, Keene demonstrates that the rich artistic and social traditions of Japan can indeed be understood by readers from our culture. ABSTRACT The present article aims at setting the issue of the relationship between Buddhism and science in a historical and philosophical frame wider than that one taken into account by the international scholarship so far. The historical point of view allows us to conclude that the narrative that connects Buddhism with science is not based on features intrinsic to Buddhist thought. In fact, such narrative prospered thanks to the development of a dialectic, typical of the 18th and 19th centuries, between (...) science and religion. The philosophical point of view allows us to conclude that such narrative is backed by a metaphysical-like thought that denies the specificity of both science and Buddhism. RESUMO O presente artigo pretende enquadrar a questão do relacionamento entre budismo e ciência num âmbito histórico e filosófico mais amplo do que foi levado em consideração até agora pela scholarship internacional. A perspectiva histórica permite concluir que a narrativa que liga budismo e ciência não é baseada em características intrínsecas ao pensamento budista, mas floresceu em dependência do desenvolvimento da dialética religião-ciência dos séculos XVIII e XIX. A perspectiva filosófica, em contrapartida, permite concluir que essa mesma narrativa é sustentada por um pensamento de cunho metafísico e cientista, que nega a especificidade tanto da ciência quanto do budismo. Estas páginas reseñan uno de los últimos libros de Roberto Gargarella. La obra, un diagnóstico de los problemas estructurales y normativos del constitucionalismo latinoamericano, abre debates centrales para las reformas de los sistemas políticos y jurídicos de la región, al tiempo que ofrece un ideal regulativo propio hacia donde dichas reformas deban dirigirse: el del derecho entendido como una conversación entre iguales. En el marco de la exposición de dichos argumentos se muestra los principales méritos del libro. Se agregan algunas (...) consideraciones críticas relativas a la forma en que el ideal de la conversación entre iguales articula las relaciones entre las instituciones representativas y la ciudadanía. ResumenLa descortesía de Donald Trump ha causado preocupación en su país y en casi todo el planeta por los efectos geopolíticos que su discurso racista, xenofóbico y misógino podría tener en la política mundial (Wodak y Krzyżanowski, 2017). En América Latina, México ha sido blanco de su discurso ofensivo y esto ha generado respuestas de diferentes sectores de la sociedad. En este trabajo, nos concentramos en la respuesta que el diario La Jornada ha dado a los insultos y amenazas (...) contra los migrantes mexicanos y de otras nacionalidades desde su campaña electoral para presidente cuando amenazó con construir un muro entre Estados Unidos y México. Planteamos que aquí la descortesía es una práctica política de (auto)legitimación ideológica que amerita un estudio más allá de la construcción de la imagen social de los interlocutores individualmente porque, en este caso, se trata de una descortesía con implicaciones sociales, económicas y políticas para el diálogo internacional. Desde una perspectiva lingüística, interaccional y crítica (Bolívar, 2018, 2019) analizamos la situación, analizamos la situación entre México y EUA a través de los editoriales de La Jornada, concebidos como un espacio para el diálogo mediado por la prensa. Analizamos un corpus de editoriales que comprende de 2016 a 2020. El estudio revela cómo funciona la descortesía en la práctica política de Trump y la forma en que La Jornada responde en su rol de actor social. (shrink)

En este trabajo ofrezco una elucidación de la normatividad de lo mental en términos de la perspectiva de segunda persona, con la esperanza de abrir un horizonte conceptual que nos permita ir más allá de Donald Davidson. A tal efecto, el artículo tiene la siguiente estructura. En la primera parte presento su original respuesta al problema mente/cuerpo y reconstruyo su argumentación a favor de la tesis de la irreducibilidad de los conceptos mentales. En la segunda parte me ocupo del (...) rasgo que, en su sistema, porta la peculiaridad de lo mental, a saber: la normatividad. En la tercera sección exploro y evalúo el tratamiento davidsoniano de las perspectivas de primera, segunda y tercera persona con vistas a precisar, finalmente, mi propuesta. (shrink)

Donald Davidson alcanzó celebridad en el mundo filosófico con la publicación en 1963 de su artículo ¿Acciones, razones y causas¿. En él sostuvo la tesis de que la explicación de una acción mediante razones constituye una forma de explicación causal en la que las razones son entendidas como causa efectiva de la acción. Esta tesis cobró máxima relevancia al interior del contexto intelectual en cuyo seno surgió. Al publicarse el artículo en cuestión, en el mundo anglosajón predominaba la idea (...) de que las razones no eran causa de la acción. Esta idea había sido defendida principalmente por filósofos de orientación wittgensteniana. El presente ensayo aborda algunas de las principales pruebas que se aludieron en defensa de la tesis que sostenía el carácter no causal de las razones, poniéndolas en contraste con los argumentos de los que Davidson se sirve para mostrar la posibilidad de que pueda haber implicaciones lógicas entre determinadas descripciones de eventos, sin que esto impida que tales eventos se relacionen como causa y efecto, dando lugar a lo que en su momento fue ¿y sigue siendo- un original planteamiento filosófico. Acts of violence and murder have historically proved difficult to accommodate in standard accounts of the formula of universal law (FUL) version of Kant’s Categorical Imperative (CI). In “Murder and Mayhem,” Barbara Herman offers a distinctive account of the status of these acts that is intended to be appropriately didactic in comparison to accounts like the practical contradiction model. I argue that while Herman’s account is a promising one, the distinction she makes between coercive and non-coercive violence and her response (...) to concerns with the classification of the latter as imperfect duties raise significant questions about the status of some duties. I suggest that we look, instead, to Kant’s treatment of suicide in The Metaphysics of Morals for an account of norms of non-violence and, in particular, to the connection between this duty and concerns with inner freedom and moral health. I argue that we can use this account to inform our general understanding of duties prohibiting killing and violence, and that the resulting account is a promising one. (shrink)

In the anapaestic sequences of Eur. Alc. 93–7 and 105–11, a fast-paced exchange takes place between two choreuts eager to learn about Alcestis’ fate. The two passages pose several metrical and textual problems. The most serious is the presence at lines 94 and 106 of the ᴗ ᴗ – – sequence, which finds no parallel in anapaestic poetry from any age or literary genre. The same sequence occurs at the beginning of the short anapaestic coda of lines 132–5, which, whether (...) authentic or not, from a metrical point of view presents certain affinities with the two previous sequences. European Journal of Political Theory, Ahead of Print. How should responsibility be theorized in the context of the global climate crisis? This question is often framed through the language of distributive justice. Because of the inequitable distribution of historical emissions, climate vulnerability, and adaptation capacity, such considerations are necessary, but do not exhaust the question of responsibility. This article argues that climate change is a structural injustice demanding a theory of political responsibility. Agents bear responsibility not in virtue of their (...) individual causal contribution or capacity, but because they participate in and benefit from the carbon-intensive structures, practices, and institutions that constitute the global political and economic system. Agents take responsibility by engaging in collective political action to transform these structures that generate both climate hazards and unjust relationships of power. By incorporating distributive principles within a capacious conception of political responsibility, this framework advances the theory and practice of climate justice in two ways. First, adopting a relational rather than individualistic criterion of responsibility better makes sense of how and why individuals bear responsibility for a global and intergenerational injustice like climate change. Second, framing climate justice in terms of political responsibility for unjust structural processes better orients and motivates the political action necessary for structural transformation. There is a familiar problem in moral theories that recognize positive obligations to help others related to the practical room these obligations leave for ordinary life, and the risk that open-ended obligations to help others will consume our lives and resources. Responding to this problem, Kantians have tended to emphasize the idea of limits on positive obligations but are typically unsatisfactorily vague about the nature and extent of these limits. I argue here that aspects of Kant’s discussion of duties of (...) virtue owed to ourselves suggest a useful metric we can use in discussing these limits and that generalizing this account and combining it with elements of Barbara Herman’s view, offers us an attractive model of moral deliberation with the resources we need to engage the critic’s challenge properly. En este artículo el A. desea presentar la concepción davidsoniana de la metáfora para desde allí desarrollar algunas consecuencias en torno al significado y la interpretación. The early essays in this volume proceed on the assumption that a compatability system can be fashioned that will not only bring religious knowledge claims into harmony with scientific claims, but will also show there to be a fundamental similarity of method in religious and scientific thinking. They are not, however, unambiguously successful. Consequently Wiebe sets out in the succeeding essays to seek an understanding of the religion/science relationship that does not assume they must be compatible.
